Mrs Umul-Kulthum Ninilomo Oladipupo Bashar was born on the 30th of October, 1964 to the Agoro family of Idunmota, Lagos. She had her Primary School Education at Corona School, Yaba (Now Corona School, Gbagada). She had her Secondary School Education at Methodist Girls High School, Yaba and Queens College, Yaba where she obtained her ‘O’ Level and ‘A’ level Certificates respectively.

She proceeded to the University of Lagos, Akoka, Lagos in 1982 for her Law Degree and graduated in 1986 with an LL.B (Hons) Degree. She was called to the Nigerian Bar on the 22nd of October 1987. She returned to the University of Lagos in 1996 for her post-graduate Degree and obtained her LL.M in 1997.

Mrs Bashar commenced her career in Bank of Credit and Commerce International Limited (later known as African International Bank Limited) in 1987 as the pioneer Legal Officer. She left the Bank in 2006 after 19 years meritorious service. She had a brief stint with F.K Agoro & Co (Solicitors) before joining the Lagos State Civil Service on the 22nd of May, 2009.

She was posted to the Directorate of Commercial Law when she joined, and has remained in the Directorate. She was deployed to Head the Directorate of Commercial Law on the 23rd of May, 2018.

She is also the Registrar Bills of Sale Registry, Lagos State Ministry of Justice.

Mrs Bashar is happily married and is blessed with Twin Boys. Her interests include Cooking and Home Making.
