The Directorate of Advisory Services & Judicial Liaison came into being in June 2001 and has a staff strength of 29 Officers, comprising 23 Law Officers and 6 Administrative staffs. The Department is now headed by Mrs M.O. Asumah.

GOALS AND OBJECTIVES:

The goals and objectives of the Directorate are:

  • To ensure speedy and efficient treatment of petitions to a logical conclusion.
  • To ensure that all issues raised in the petition are addressed and resolved in the best interest of all parties involved
  • To defend the interest of the State Government diligently in Court.
  • To ensure that due process is followed at Personnel Management Board (Disciplinary).
  • To ensure due process is followed at Naturalisation

KEY ROLES AND RESPONSIBILITIES:

  • Proffering legal advice on petitions (Civil) received from private persons, corporate organizations, Ministries, Parastatals and other establishments of the Lagos State Government. The Directorate receives numerous petitions both from Government Agencies and members of the public requesting for Legal Advice. Whilst most have been conclusively dealt with, action on the outstanding petitions would be concluded when required responses from the relevant Government Agencies are received.
  • Attendance at Personnel Management Board Meetings on disciplinary matters relating to Junior, Senior and Management officers within the Lagos State Public Service. The directorate receives invitations from the Ministries/Parastatals to attend Personnel Management Board Meetings. The major function of the officers attending the meeting on behalf of the Ministry of Justice is to ensure that due-process is followed during the disciplinary matters and to make recommendations based on the provisions of the Civil Service Rules. Our attendance at PMB’s has reduced the number of Contract of Employment cases instituted by aggrieved erstwhile Civil/Public Servants.
  • The Directorate also represents the State Government in Civil matters relating to cases instituted in the court of law by aggrieved erstwhile Civil/ Public Servants.
  • And also attend to other Civil matters that may from time to time be assigned to the Directorate.
  • The Directorate handles matters that have to do with the welfare of the Retired and sitting Judges of the High Court.
  • Ad-hoc matters that arise from time to time, such as attending meetings wherein the Government representation is required on legal matters. E.g. dealing with Naturalization, committee on the harmonization and collation of surface data for comprehensive management of water and potential resources for sustainable development in Lagos etc.

DELIVERABLES

The directorate during the period spanning January 2015 – December 2015 received Petitions and requests for Legal Advice both from Government Agencies and members of the public. Whilst some has been dealt with, action on the outstanding petitions would be concluded when required responses from the relevant Government Agencies are received.

The total of number petitions received is 908 and total number of petitions resolved is 640 between January 2015 – December 2015.

The directorate also had a total of 25 court matters in various courts and attended 132 Personnel Management Board Meetings held in various MDA’s in the State to discipline erring members of staff.
